Meter readings and paying utility bills
Hi, I've searched through previous posts on meter readings, etc. and can't find the answers I'm looking for, so here goes ... We're hoping that Act 16 will be issued soon for our apartment complex. We have already paid for our apartment and currently hold the deeds. Once Act 16 is passed, are the utility accounts automatically transferred over into our names? We want to get meter readings for both electricity and water before these accounts are transferred over to us. Again, do we get these readings once Act 16 is passed - is this the right time to do it? Also, is the developer responsible for providing us with the meter readings, if we request them? We're having difficulty negotiating a maintenance contract and its likely it won't be in place when Act 16 is passed. Therefore, we will probably have to pay the utility bills directly to avoid being cut off. Is it easy to set up these accounts online? What information is required to set up these accounts? We would appreciate any advice on any of the queries raised above. Thanks!

To transfer the accounts you have to have a contract with the Water supply company and with the Electricity supply company. You have to sign the contracts. The contract stipulates that you wish to use their services. Second Electricity and the Water supply company will not supply electricity or water just for you, they will supply the whole complex. So, all of you have to sign the contract with the supply companies before the accounts to be transfered. It is obvious that it is not possible to gather all owners to sign the contract. The usual practice is the owners to give a Power of Attorney to somebody to represent them and to sign the contract. When that man collects all Powers of Attorney he goes to the respective company and signs the contract on behalf of all owners. Usually this has to be done after Act 16 has been issued.
