Hi All,
We were out in Bansko last week (for the first time) and were given a tour of St George Ski & Spa - pre-arranged with Yasen who also had us picked up and dropped back at our hotel. Ok so it's still not finished but it's looking good to us. Both Yasen & the on site people we spoke to said that it would be finished in October. I'm no building expert but i would think that is a touch optimistic, or perhaps it depends on your definition of finished. I do think that it will be open in time for the winter season, which has to be the most important thing. The pool & spa area looked pretty impressive and were definitely very close to being completely done. We got to look around our apartments - the furniture was all there, it just needed to be fitted. The landscaping still needs a lot of work as does the road leading to the complex. It was great to finally see the place after all these years & I do think it's going to be excellent. The setting looks like one of the best in Bansko to me.
We did take a few photos so if you pm me I'll send them on.

We haven't yet completed our transfer of ownership, primarily because we're trying to figure out how much money we have to pay. Can any of you make sense of the spreadsheet sent from Sanara regarding the amount of money to be paid?
The amount that Sanara is saying we owe and the amount that our solicitor, Yankov, is saying we owe are both different.
The solicitor has also informed us that the developer is requesting additional VAT as there is a change in the Bulgarian legislation. I'm trying to find out when the legislation changed. If it is the case that the legislation only changed within the last year, why should we have to foot the bill if the legislation has only come into effect , as it's not our fault our apartment wasn't finished a year ago as planned. Do any of you know anything else about this legislation.
Are any of you using a different solicitor - what is their understanding of it?
I haven't seen a spreadsheet from Sanara regarding costs of transfer and I haven't heard anything about VAT increases either. I certainly wouldn't have thought we should be paying any VAT increases on the purchase price of the property as I understand that the price agreed and signed in the prelim contract is the actual price of the property due. I know there are costs associated with transfer of ownership but do you know what element of the transfer costs the developer is saying there has been an increase of VAT on?
I sent an email to Yasen at Sanara on 25/10/09 asking about Act 16. I got an out of office reply on 30/10/09 saying he will be out of the office until Monday 29/10/09 and suggesting sending my email to the office email address. An intereting sequence of dates....

Sanara v. Yankov
Hi there,
We couldn't make sense of the spreadsheet sent to us by Sanara so we asked yankov to tell us what was the amount we should pay. It was about €400 and have paid this amount to Yankov who has told us that they now need to transfer it onto Sanara bank account...
All very confusing but we would like to proceed with the ownership transfer as soon as possible and we had been told that this VAT issue was the reason for the delay so we wanted to move forward.
Now we have to wait until the Notary in Razlog is available to meet up with Sanara and Yankov so that we can finally become the official owners of our flat, almost 3 years later!!!!

Have you or any other purchaser of St George's that reads the Forum had your apartment independently snagged prior to progressing with the transfer of ownership from Sanara to yourselves?
Any advice on this final stage would be gratefully received.
All an update i received from Yasen at Sanara today
Dear Mr. Rodd,
Atc 16 is expected till the end of this month, so we are not expecting any problems
for the opening of the complex this ski season.
I don`t think this si correct, because in case of construcion everything is finished.
We are building the road now, and some minor works are left for the reception and the restraunts,
but nothing that will noe be finished for the ski season.
Regarding Epoque, we will sign the agreement after we have the exact number of people that will
participate in the management.

Visted ST George last weekend
We visited the complex last weekend.
Progress so far:
The road is nearly complete(with tarmac!!)
The pool and spa looks complete but the pool is still empty and I was told this is normal.
The Sanara rep informed me that only final finishing was now required and they were starting in block A and working upwards.
The biggest let down was that the pool does not have a retractable roof and there is no outdoor pool not sure if I had made a mistake here but I was sure it was advertised as such.
On a positive note the standard of finish is really good and the quality of fittings used seems to be high.

I have been advised that you should not transfer ownership until you have completed your snagging as you may be powerless after.
Bulgarian prestige management offer a Snagging service for 150 Euros and a full management service and I met with the manager whilst in Bansko.

I have been threating over this project too. I did have hold back stratergy similar to other bloggers but in the end I find myself dealing with Parc development Direct after Bulgaria Home loans legal and Grace went bust.
Too Bust lawyers. I have paid 15, and 16 early. Really the delay of payments and unsold unit were the excuse for the late completion on cash flow grounds.
I paid furniture a year ago Nov 2008. Again its the cash flow. If we all paid on time the develpment might have come in on time.
Charlie Buck has a Project lawyer that is reasonable for the Deed transfer.
I getmy Dad tonegotiate now as the lawyers were quite weak and backing down.
Not much you can do Has anyone got anywhere with the 0.05 per day late completion penalty. Parc said trouble is if everyone sued than the development would go bust and anyway we are all obligated to Transfer Deeds before any Court room drama.
I am trying to get the old 7% rental deal for Nov 2008 to 2009 srcubed for a new rental deal. Not fair that I should take all the loss,.
Als new rental deals are not what we hoped only 25% of gross oom rental
or 6 weeks access on 4.5% of Deed price.
Wish everyone tried to work with Parc a bit more then things would get finished quicker. Do not think after much Haggling I have won any discounts so I just paid up on time and hoped for the best.

I am sorry to hear about the trouble you have had with your development. However, I think you are referring to St George Lodge that has been developed by Parc Investment and not St George Ski & Spa that has been developed by Sanara. It is confusing with the similar names but they are different developments.
I hope things improve and that everything works out for you.

I have looked again at all the contract details and a sliding roof for the pool is not mentioned. However, on the ERE website the details for St George still says :
"... the recreational facilities at St George which include an ultra-modern spa, one of the biggest in Bansko, heated indoor and outdoor pool and massage and beauty therapies. The pool has a retractable glass roof ..."
It's a real shame if the pool is now just indoors as I felt it was a great plus point for the apartments to have an indoor/outdoor pool.
Still, I suppose its good news that everything else seems to be going to plan.
